Partitive or perhaps a mistake?

I'm working with an article about the help granted by US government to finantial institutions recently:
"Всего за время кризиса администрация США выделила AIG и другим финансовым организациям субсидий на сумму в 700 миллиардов долларов".
My doubt is in субсидий, gen. pl. and so a partitive of the kind of "Дай мне хлеба". But I'm not sure that here should be used this genitive and perhaps it may be a mistake instead of the accusative: субсидии.
What do you think about it? Perhaps it is just a matter of shades? Thanks.

Either variant is acceptable.
