How to express the value of a good

I'm looking for a way to replace "стоить" using the following sentence:

Каждый километр дорог в этой стране стоит в три с половиной раза дороже чем в других странах ЕС.

How about "обходится"?
It appears to me that обходиться isn't your everyday verb and can therefore be only used under certain circumstances.
When do I use it? Can I use it here?

Каждый километр дорог в этой стране стоит/обходится в три с половиной раза дороже чем в других странах ЕС.
