Allow me to offer an alternative (which may be wrong)
Я видел девочку, которая зависит от наркотиков.
Я видел девочку, которая была наркоман

You're contrasting 2 different roles of your sentence, which a bit spoils its sence.
1) Я увидел - event, something that took place, you were part of that. As soos as you saw her you couldn't affirm if she really depends on drugs or not. She might only look like a drug consumer.
2) Зависимую от наркотиков девочку - description, voice-over narration, something impersonal, scientific report, a the voice.
Some examples to 2):
...Нет сомнений, что потребитель, перешедший из класса "любителей" в
класс "профессионалов" - это уже зависимый от наркотиков человек.
...мы сегодня с горечью сознаем, что зависимый
от наркотиков человек остался, по существу, наедине со своими проблемами...
...Зависимый от наркотиков (человек) подобен несчастной жалкой мухе, опутанной липкой паутиной...
...Любой зависимый от наркотиков человек может вернуться к полноценной жизни...
So I would say
Я увидел девочку, страдающую от наркотической зависимости.
mishau_, звучит как-то слишком официально.
Проще сказать: я увидел девочку-наркоманку.
Ok thanks but what I really wanted to know was if that sentance structure is correct. What about this one, would it sound better?

In Russian, unlike English, there is no sequence of tenses: the tense of subordinate clause does not depend on the tense of primary (not sure if this is a correct term) clause.Quote:

It's definitely correct, but a bit unnatural because of mixing independent facts and your perception.
You can say
Я знаю, зависимая от наркотиков девочка никогда не вылечится. (Я знаю этот факт)
Я знаю девочку, которая является наркоманкой. - Я знаю девочу.
зависимая от наркотиков девочка might stand for a term or so
БОМЖ - без определенного места жительства
БИЧ - бывший интеллигентный человек
ЗОНД - зависимая от наркотиков девочка

I would say "девочку-наркоманку" as well. "Зависимый от наркотиков" sounds a bit unnatural. There is a medical term "наркотическая зависимость", and if you want to make accent on the medical aspect of a person's condition, you could say "девочка, страдающая наркотической зависимостью" - this would be OK in a medical text or something like that.
