Do you remember short adjectives and participles? They are used in Russian as predicates only.

Какой/такой are pronouns corresponding to the full form adjectives/participles while каков/таков correspond to the short form ones.

The effect of каков/таков used instead какой/такой is an emphasis. You can translate it, for example, by the word "exactly".

Какова Ваша репутация? - What exactly is your reputation?
Таково мнение... - That's exactly the opinion...

Например:
1. красивая --> такая
2. красива --> такова
Проблема является то, что я не знаю 100% когда должен использовать краткую форму.
Я буду помнить что они дают акцент (emphasis).
Например: Таков человек не заслуживает мое внимание.

Wrong.

Таков can be used as a predicate only. In your example the predicate is "не заслуживает".

Такой человек не заслуживает моего внимания. Такой is an attributive.

Таков человек. - That is the human being. Таков is a predicate.

You can say that the translation of "каков/таков" should ALWAYS include implied in Russian verb "to be".
