высылать describes a process/promise of sending something by mail or some kind of delivery service
я вышлю тебе это - I will send you that (I promise to send)
It is a synonym of посылать
There is a difference between посылать и высылать if посылать is not describing a mailing process, for example:
Мама послала Серёжу за молоком (cannot use выслала here)
but
Я послал тебе учебник по русскому (safe to use выслал here)
