It means "could you at least send the smiley?" or "Well, send the smiley at least, would you?"
It is more of a joke it doesn't have neither negative nor pushy nuances
It's imperative (a grammatical mood expressing direct requests) from "присылать" (to send) in singualr, since there's only one person who is given a request (you). If there are a few people or a polite form is used it turns into plural - "пришлите".
