Ну here is the emphatical particle

До чего ж is the complex adverb expressing the highest degree of the feature concluded in the adjective.

Ж is the short form for the particle же.

"До чего ж это сложно..." is not rude at all, although it's emphatic and may express your frustration with the complexity. Your translation is correct in emotion of the expression but not in style.

Another example (it is rude but there's no swearing):
До чего ж ты тупой! - How dumb you are!

How would you convey the same sort of expression that I used in my example? Could it be transfered over to something like "Where the f*k are you?!?!"

You don't need to swear to be emphatic, as I said, the expression "до чего же" doesn't have any swearing in it. "Where the hell are you?" or "Where on earth are you?" are emphatic enough. Native speakers will suggest other possible ways.
