What does "мигалка" mean? The dictionary gives it as "blinkenlights" -- I've never head of that before; is this the control panel of a car though, judging from the explanation "световые индикаторы на передней панели системного блока?"

Мигалка can be a lamp on the top of a car, say, on a police or an ambulance car
I don't know the right English word for such kind of light - blinking?flashing?flickering?
Ah!!!! Thank you. I guess we just usually call those "flashing lights" or simply "lights" since it's usually just understood in the proper context. "Blinkers" are what we conversationally call "turn-signal" lights.
