The core of this seems to be:
'в какую форму выльется гнев'
'In what form to develop wrath.'

I can't see anything in this sentence that suggests 'would'; afterall, there is only the infinitive 'выльется ' there.
What am I missing?

Выльется is the Future Tense, 3rd person singular.
The appropriate infinitive is вылиться.
