Meaning you are so strong and free and almighty. But nobody says this in real life. Usually it is :

..... and so on. Use everything you want, looks like there is no certain meaning of this word. But I remember a "Zapreshchonnye Barabanshchiki"'s song with words "Здесь правит не тот, у кого есть бумага, а тот у кого длинней джага-джага" so here is the 2nd meaning.

Nobody is sure, but most likely yes. Sometimes it's very nontrivial problem to understand songs of Russian pop-stars

In my understanding, джага-джага isn't a noun here, just like "мм-мм" isn't. Just a sound to express one's emotions. I guess the auhor of the lyrics couldn't think of anything better at the moment...
