ставиться под вопрос

In the news about David Irving, holocaust denier and fascist, jailed today, I saw this phrase:

Британский историк появился в суде, держа в руках одну из своих самых скандальных книг "Война Гитлера", в которой ставится под вопрос масштаб Холокоста.

My dictionary doesn't list ставиться под вопрос in this context. My question: does it mean simply "addresses the question" or does it mean "call into question", ie. imply scepticism or some sort of challenge to the question?

calls into question, or just "questions the scale of the Holocost".
