This can only mean "deliver" or are you saying it might mean "drop off building materials".
Подвезти строительные материалы = to deliver building materials (as usual - nothing special. Builders can say "Подвезли стройматериалы" - the building materials have arrived.

Довезти строительные материалы = imagine, you're experiencing some difficulties while on route and you're not sure if you can make it. You're calling your boss and he tells you to довезти the materials to the destination at all costs. Довезти means completeness of the task.



vs. ДОВЕЗТИ - deliver from point A to point B (and not to dump halfway)
more = to reach the destination (provided that something may happen to prevent it).
