I've seen it quite a few times in one Russian forum on the 'net. I don't think I've heard it being spoken - not noticed it anyway.
Seems to be some kind of exclamatory particle thingy..?

It is not pronounced exactly as “гы.” Sounding of letter “г” here is more close to English “h” like in “hee,” but we do not have appropriate letter for such a sound and use “г” instead. It is used when you want to show that you are laughing at something or just consider something funny.
гы-гы shows you laughing after playing some kind of prank on smb.
ха-ха is sth like LOL

Consider "гы" an interjection expressing very ironic (or, more likely, sarcastic) attitude to things your opponent is saying. :)
