As I know, it's a thief who is respected by outlaws. "Вор в законе" has to respect thief's law. There is another word for them who breake the thief's law "безпредельщики".Originally Posted by майк

"Воры в законе" (literally "Thieves in law") -- some kind of "criminal aristocracy" in former Soviet Union. They are approved leaders of the criminal underworld, having serious power and influence in it (although now they are not so influental as in Soviet time).
