как цены, волненья снижались тогда

I'm having a bit of trouble understanding this line, and particularly the word, волненья. Anyway, here's my attempt at translating this:

Just like prices, ... were falling (is falling prices some sort of a sarcasm here?) ... beautiful future of the state.

I'd be much obliged if you could help me with this. Much obliged.
