It is, but once again it depends on several things such as the pronunciation, the transliteration or unknown reason. It could be also...
    Жаклин Жакьлни
    Жэклин Жэкьлин
    Жеклин Жекьлин

OK, it may be Жеклин, Жэклин or even Джеклин, but I'm sure that the most part of Russians like Жаклин (и is stressed, btw) far more than others

What about ъ instead. What I meant is to show a short pause between к and л.

That's what I saw in transliteration of "Jacqueline White."

What matters is that she picks something and sticks to it. It doesn't matter particularly whether people call her Жаклин or Пятилетка, as long as she is prepared to answer to "Five-year plan."

That's not what the hard or soft sign do. A hard sign can only appear with a consonant in front and a vowel after.

It depends on if she wants the French pronunciation with a Ж or the English pronounciation with a Дж.

I assumed it is a French name, therefore French-like pronounciation.

Let the choice be up to her. And thanks for the little explanation.

this ъ came from old russian writing , before 1917 . Now russian has very different gramar rules . So this name of newspaper is only expression from old russian gramar.
Жаклин pronounses only this way , not ЖЕклин ор something else , and this name doesn't need Ъ
