    Ya nashel glagol perextitrit' no ne znaiu eto sovershennyi ili nesovershenni vid glagola.
    1. He outsmarted -
    2. He always outsmarts him -
    Чем больше слов, тем меньше они стоят.

    Совершенный due to the пeре- prefix. Also not sure if перехитрить is a right word, it's more about being more cunning that someone than being smarter. Although it will do in most cases.

    1) Он перехитрил (who?)
    2) There is no present tense for this word so:

    Он всегда оказывается умнее его or Он всегда оказывается хитрее его if you want to imply cunning
