kak stolko (как столько) is not a phrase. May be you mean "как только..." = "as soon as...", where "..." refers to a clause in a complex sentence.Quote:

В шутку полагающееся после "как только" уточнение опускают, тем самым делая ответ либо бессмысленным, либо многозначным.
А без шуток должно быть:
Как только "условие", так сразу (и "действие").
Как только начальник скажет, так сразу и закроем музей.
Как только всех выгоним, так сразу.
"так сразу" можно тоже опустить:
Как только пробьет полночь.

Most of the people in Yerevan don't speak very good Russian, in many places I found that they spoke English better than Russian. So it's quite possible that you heard the person right but they were just not speaking standard Russian.
i not sure. if humans can try this phrase, they good russian speak.
the person I was talking to was a lady working at the national museum. she was about 40 and I'm sure her russian was excellent. I even heard ladies there talking to each other in russian.
but yes, younger people sometimes speak really bad russian, especially in Nagorno Karabakh I think.
