A friend of mine in China bought a shirt that says this on it. "To develop the dog(ged) head of Soviet revisionists?" I'm sure it makes sense in Russian but I only know the words literally.

It doesn't to me. Could it be разбить instead of развить ?
Then it is something from the USSR-China conflicts of the 60s, as yandex informs me.
It could indeed be the former, as the font looked a little screwy to me. It's definitely related to the Sino-Soviet "issues," I can say that.
I think I've figured it out, but what does "razbit'" mean? Crush?
