    Nope. She should say "моя хорошая" instead. It is the same but with feminine grammatical gender.
    "Россия для русских" - это неправильно. Остальные-то чем лучше?

    so it doesn't matter who tells, what determine the gender of the expression is the gender of the person we are addressing. if i am addressing a male мой хороший, if female моя хорошая

    That's right. Adjectives change gender to fit an object (or, in this case, a person) they describe.

    Yes, [Ты] моя хорошая. = You are my good (literally). "моя хорошая" describes "Ты" and requires corresponding gender. Grammatical gender depends on the grammatical relations in a sentence.
    "Россия для русских" - это неправильно. Остальные-то чем лучше?

    I have another question...
    What does this "Привет дорогой мой человечек" exactly means? and what is the gender this greeting is addressing? This is called to a male or female or both?
    One of my Russian girl friend calls "мой хороший" to her girl friend. I discussed with her that you can never call a girl "мой хороший". She discussed with me that even though it is not correct if you are close friend or so you can tell "мой хороший" instead of моя хорошая. This is so strange for me and it doesn't make sense to me. Can we in any case tell even a close girl friend or wife whatsoever call "мой хороший"?

    "Мой хороший" is grammatically incorrect whether you are close or not. But this incorrectness can make an endearment more personal and cute, it's like you own inner joke. Sometimes (relatively rare) you will hear people addressing females and using male genders, and females talking about themselves as males ("Ну, я пошел!"). It has a joking ring to it. In other words it's a deliberate mistake to achieve a certain emotional response, not an exception to the rule.

    Also (but it's veeeeery rare) some continuation might be implied. For example "Мой хороший (котенок)" - My good (kitty). In this case the use of "хороший" is somewhat justified: the word "котенок" is male (regardless of the kitty's gender), so an adjective describing a kitty is male too, since it corresponds to this unsaid word. But, again, it's a bit of a stretch.

    "Привет дорогой мой человечек" - Hi, my dear person. "Человек" (and by extention a diminutive from it "человечек") means a human being, a person, and can be applied both to men and women.

    человечек is a word of masculine gender and it requires masculine form of its attributives even if it refer to the female person.

    I'd say that it is not a common way. But among close friends (especially females) sometimes a kind of "broken" intimate language arises. A kind of baby talk.
