    given the opportunity

    1. He was not given the opportunity to show off his skills and talents.
    2. They were not given the opportunity to apply for passport.

    Hmm, I'd be careful with the recommended stuff. It can easily be interpreted as they were given the opportunity, they just didn't capitalize on it for some reason

    I think you've got a good point. The thing is I would never say in Russian something like "предоставили возможность" for either of the two cases above, as it sounds too bogus.. I might be wrong though.

    I'd say that with an easy heart but only if somebody did in fact deprive them of an opportunity to do something they wanted. I'd most likely refrain from using the passive voice though.

    However, if they were just looking for an opportunity to do something, but they never found one, I'd say this:

    Ему не представилась возможность подать документы на получение паспорта. No one took away his opportunity to do so, he just never got one.
