    a fraction of a second apart

    In this sentence:

    That's why Casio digital cameras, in self-timer mode, automatically shoot three consecutive snaps, a fraction of a second apart. You've just tripled your odds of getting one decent shot.

    what "a fraction of a second apart" may mean?

    Three snaps in one second?
    or
    Three snaps with delay of one second?

    It means that three pictures are taken, with only a very small part of a second (typically f.ex. 40 milliseconds) between them.
    So yes, within that one second, three pictures are taken.

    Three snaps with the delay of a second would be: "....automatically shoot three consecutive snaps, a second apart."
