Удостоверение личности - a broader term. It includes passport, but not only. Some officials may have special kinds of "удостоверение личности": military servicemen do not have a passport, they have a "военный билет" instead. Policemen do have a passport, but they also have a policeman certificate, which is also a kind of "удостоверение личности". Some other special categories may have others.

Actually, everyone has a passport except two categories: military servicemen do not have it (as I told, they have "военный билет"), and those who serve their term in prison. After they leave military service, or after they dismissed from prison, they get a passport back.

"Пропуск" is an entrance permission. It can be very different. It is required to enter some facilities with a restricted access. If you work at a factory, you may need "пропуск" to be allowed in. There is no general standard, each facility (enterprise, government building etc.) may issue its own form of "пропуск" with a photo.

"Карточка" just means "a card". It is a very generic term. For example, "кредитная карточка" is "credit card".
