It seems like they are articulated the same, I mean they use the same position of the tongue, but the TS has a little hissing delay between the T and the S in order to emphasize that it's a TS, not a Ц.
Here are two similar words (in terms of Ц and TS), подсадить & пацаны
подсадить means give someone a hand or a shoulder when they are trying to climb somewhere.
пацаны means "guys" or "boys", a colloquial slangy word.
подсадить reads as патсадить because of the unstressed Oh at the beginning and an unvoiced Д, it is unvoiced because of the S, it's just nearly impossible to say a D and an S right one after the other, so that the former turns to a T.
