Новогодняя елка means New Year's tree and рождественсая елка mean xmas tree. Besides this I have no idea because I know barely nothing about it.

Before the October revolution it was called "Рождественская елка", but after the Revolution there was the reign of atheism and Christmas had gone. It was replaced by the New Year celebration. Now Christmas returned, but the custom to have the New Year's tree on New Year Day has remained.
