does by any chance anyone know if Казанский государственный энергетический университет is a good university with reasonably high standard?

Is a 'honours degree in electrical engineering' from this institution one of high quality?

It's not far from where I live. It is supposed to be good, I personally worked in the field with some of the people who had studied there (but these were old school specialists, supposedly new specialists may be different). Generally, I think this is a rather good standard university.
