Last winter one of my friends hosted a middle school student (pupil) from France and at the same time she sent her son to France.
It was a part of some kind of the student exchange programme.

As I understood, it is pretty spread practice in Russia, especially with schools where students (pupils) have extra foreign language classes (English, German, French).
