I guess there're many levels of "chilly", and yours is not that bad especially in comparison with Eastern Europe and the territories further to the east. =)))

Of course, this is very true. That's why I used the word «прохладна» instead of «холодна». Is there a milder word than «прохладна»?

Here in the suburbs of the Yankeestanian capital (Здесь в пригородах пиндостанской столицы), it's "cold as a witch's tit" (так холодно, как сиська у ведьмы), but not yet "cold enough to freeze the balls off a brass monkey" (достаточно холодно, чтобы отморозить яйца/муда с латунной обезьяны).

P.S. Speaking of witches and their ta-ta's, it's interesting to do a Google Image search with ведьма, and then compare the results if you use колдунья instead (the words can both be translated as "witch" -- yet they're not quite synonymous!)

When these words are used as stand alone words they are neural adverbs. Only when used as short forms of the adjectives they accept the gender of the modified noun "погода прохладна".

I can't figure it out. Some people use word "свежо" but it is quite an ambiguous word and can't be directly related to any degree of coldness.

Кто-нибудь говорит "за моим окном холодно"? Грамотнее сказать : "На улице холодно" = It's cold outside (but literally, "In the street it is cold).

Я знаю много людей, которые говорят и "за окном" и "на улице". "На улице" более формальный вариант.

The weather outside my window makes me happy: it's cold, windy, slushy, a mess under my feet, there are many mountains of snow with a height of adult man, icicles, threateningly hanging down from roofs with a hope of killing another passerby... all as usual.

Что я имел в виду:
Погода за окном не может не радовать: холодно, ветрено, слякотно, каша под ногами, горы снега с человеческий рост, сосули, грозно свисающие с крыш в надежде убить очередного прохожего... всё как обычно.

I was surprised by how cold it was.

It's still cold here and it has been snowing for two or maybe three days.

It's snowing in March, which I've never seen here before...so much for global warming.:dunno:
