I actually read about ex.ua after it had been shut down. What a pity! I never used it though.
At least two of the best English speaking torrent trackers are hosted in Ukraine; Demonoid.me and Bitsnoop - something about Ukraine makes it an attractive location.
It's a pity that the Ukrainian gov't doesn't take a more cynical perspective - Ukraine has lots of really good techies that are probably contributing a lot to the country. I doubt that a single person working in the IT industry in Ukraine is completely innocent of piracy.
I learnt lots of things from pirated material myself and I could not have afforded to buy a fraction of the stuff I downloaded. I wouldn't have bought it anyway, so the question is almost irrelevent.
