To elaborate a bit on the above poster's correction, TATY, it is NOT a crime to "promote racial hatred" in the US. It DOES however factor into a criminal act, with the accused criminal facing stiffer punishment (the infamous "hate crimes" you'll hear about). If you blow someone's brains out while taking their wallet, that's supposed to somehow be not so bad as blowing their brains out because they are a different race/sexual orientation, so you'll get a stiffer penalty for doing the latter...
