Basically, if it is intended for native Slav people, go for the declined version, I'd say. If you would like to make your language a tool for non-Slavs to learn about Slavic cultures and stuff, the infinitive version might work better.

The primary goal is a commonly understood language for Slavs.
The secondary goal is a simplified Slavic language as a passport to other Slavic languages. A starting point for travelers/students.
We hope to build Slovianski as a commercial/tourist language for all Slavic countries. Such a language will have huge benefits for all Slavic countries:
1.) increased tourism spending
2.) economies of scale for e-commerce: every Slavic business will be able to publish a website in one language and instantly be understood by 300 milion poeple.
3.) economies of scale software/game development: an instant access to a market of 300 million people.
4.) manufacturing goods - one language on packaging and manuals written in one language ... again 300 million market.
