It's a stupid fake holiday. I'm assuming it's a joke. What you have to understand, is that in the US at least, there's this desire to have a holiday for everything -- it's just a dumb pop culture thing. So you literally have every day being a holiday: http://library.thinkquest.org/2886/sep.htm . It's all about stupid gimmicks and nothing more. There's two sides to it, and they're both self-serving dribble: companies will make them up "pudding day" for example, just so they have an artificial day they can use as an excuse for promotions (and so they can sell more crap); and on the other side, people on the Internet who do it as a joke, with the hope that someone will see it and start a cult-phenomenon to increase their web traffic. In both cases they're aided by Radio DJ's, etc. It's all a load of сrap. A hangover, in case you don't know the term (I'm sure Russian's know the CONDITION though :wink: ) is just the residual side-effects of getting drunk the night before...
