It is an alternate phonetic layout based on QWERTY: a s d f = а с д ф, etc. Not standard, but sees some use.
I think, this layout is ideal for language learners who are not used to the standard Russian layout and do not have Russian letters on the keyboard.
However, if you plan, say, moving to Russia, you’d better get familiar with the standard one which looks like this:
