Where is that road? I have heard some bad things about roads in rural Russia but it's hard to know what's old and dated info and what's exaggerated. I've only been to one place in Russia: St Petersburg - the roads there were absolutely fine.
Below, a picture of "wheel clamping" in Central London. These types of cars are owned by rich Arabs and they drive them like lunatics.
I think they ought to increase the fine x1000 for them, because I doubt these guys take the existing fee seriously at all. This is a side road outside a famous department store - it's absolutely illegal to park there and no doubt the owners of the cars knew that.
