Why do you think explaining grammar is important? My three year old son speaks English pretty well and he's never had any grammar explained to him.
There are lots of good ways to teach English (I did a program in TESL not long ago), but explaining grammar shouldn't be the main focus of any program (unless you just really love studying grammar for fun). The keys to really learning a language are motivation, a good learning environment, and practice. For self study, by far the best thing a student can do is self directed reading. If your friend finds things she wants to read in English (and if they aren't too difficult to work through), then this is the best way to pick up vocabulary, usage, common structures, etc.
Of course to develop speaking and listening it is best to have conversations.
If you like you could have her contact me through this site and I can send her exercises by email and so forth.

I think, Lt. Columbo doesn't need to have his English improved, since he's a native Englishman. ;)
