Very cool site. I didn't think Norilsk was actually "closed" to foreigners, just that no foreigner would be crazy enough to want to go there? "Yes, I'd like to spend my holiday in -40 temperatures surrounded by industrial pollution and nickel!" :P

Wasn't Norilsk where the Gulags were? That is probably why it was closed for foreigners... I don't think it still is...
I think Norilsk was originally a лагерь, but I think the bigger reason that people weren't allowed (after the camps had been eliminated) was that it was a major mining city -- and they didn't want the Imperialist Pig Dogs to know exactly how much metal they were extracting.:D In case you haven't noticed, certain Russians *cough*Putin*cough* are still pretty touchy about who controls/knows about Russian natural resources... :MRneedstofindaKGBguyicon!: I still don't think that it's still closed though.Quote:

Overall, however, the list of territories where foreigners are not particularly welcome or are admitted by special permission has remained unchanged. The list of forbidden destinations includes Norilsk, Komsomolsk-na-Amure, and certain places in the North Caucasus region. The reasons why foreigners are, shall we say, not altogether welcome in particular places are easily explained. They are, as a rule, where something military or strategic is located. That "something" is often even surrounded by barbed wire, so that not even all indigenous (Russian) citizens will be allowed access. The list of forbidden zones has been augmented by closed administrative-territorial formations, closed military encampments, and also territories, if a state of emergency or martial law has been introduced.
However, the listed territories cannot be called closed in the full meaning of the word. In the Soviet period it was thus: If there is a lock on the gate, definitely keep out. Nowadays variations are possible. There is a special regulation that grants foreigners admission to particular regions of Russia to which, for others, access is restricted. The main thing is that a citizen of another state must be invited by someone. And the invitation has to be approved by the FSB (Federal Security Service), where the hospitable host will have to explain the purpose of his invitation. As a rule, business reasons are regarded as valid, whereas spying activities will attract severe penalties.
So it sounds like typical Russia сrap. "You cannot enter the zone, because it is prohibited by law. Actually, you can enter this zone, with permission. But you can only get permission through the bureacracy." And the bureacracy will probably want a little something to move the process forward...
