Maybe you are talking about "police lights" or to be more exact "militsia lights".
I don't think he is. When I was in Russia, you would see normal cars (usually with tinted windows) have a blue light on top and passing traffic. I think it is just the mafia, who believe they should have the right to pass traffic.
Or it could be a member of part-time militsia staff :idea: Anyway, how does that "blue light" look like?

It could be part-time militia, but that wouldn't fit well with my prejudice of Russia and their mafia!!!
Maybe it's a team of Russian citizens-turned-vigilantes on street justice patrol.

For a large enough bribe, you could buy a blue light, which lets you get away with practically any traffic violation. I think they have started cracking down on that practice, though.
You're sure it's not justice-minded Russians who have decided to take the law into their own hands, communicating over CB radio with a complex system of codenames?

My question is. Why don't all the regular russians go out and buy the blue lights too? Then everyone can be special. I mean like what, is there like 1 guy who hands out lights to only the special friends.
