Могу только догадываться. "Shot clock" называют счетчик времени до конца атаки в баскетболе. И фраза может значить, что этот счетчик остановился (или сброшен) и теперь у тебя есть время, чтобы сделать выбор.

but i still can't catch a "message" of an author in these 2 parts - about Boz Scaggs and especially about Freddy. What is the meaning or those metaphors? Maybe someone will be able to clarify it...
